Limit upload speed correctly

Currently their is a setting for limiting upload speed, however, it doesn't seem to do anything. I have tested this while viewing my "on-the-fly" bandwidth usage using DD-WRT.

Is there a better way to implement this or is it just broken for me?

I haven't tested the Subsonic upload feature extensively as it is very limited in it's functionality. I use Filezilla server on my Subsonic host system and use FZ client to do the uploading so I can transfer multiple folders at once without having to do the zip routine. Much easier to manage. Filezilla has settings to limit speeds.
