Transcoding vs. resampling

Guys;
I'm puzzled with the setup... Any help appreciated.
I wan to limit the global bitrate of streams for everyone, for both sources: native mp3 and other files (to be transcoded). And I have a few questions here.

1) Where do I do this?

• In advanced > Downsample command?
• In users > Max bitrate?
• In players > Max bitrate? and then in Transcoders?

2) Why do I need Downsampling and Transcoding? Can't I have it all in Transcoders and convert mp3 > mp3 with settings as in Downsampling?

3) iSub has a function to "force" a certain streaming bitrate, that can be different/lower than set up @ the server. How does it work? Which server bitrate is taken into account (question #1)?
