Access scheduling

I would like to be able to create schedules for users to limit their access to specific times of the day. This would help me maintain my upload bandwidth as it is traffic monitored at times through the day so being able to limit access during these times would help considerably.

I can block access using schedules on my routers port forwarding but this just puts up a nasty page not available message rather than a nice polite page to say that the user cannot access at this time due to restictions.
