Download limit for users and comments suggestion

It would be nice if you could limit users to only download like 100mb /week. and the comments? lol if one user make a comment then another easily can change the same comment which is totally wrong if you ask me, make this more personally so each user can make their own comment.

a quota would be a great thing, together with transcoded downloads.
