administrator download stream only permissions for video and

Would like ability to allow users to download music but only stream videos.

Dont mind the bandwidth so much on music but video is a killer not to mention if it fails the bandwidth is just wasted, but if they just stream video they only use what they watch.

Or at least an option in admin area for

user can play music play and or download music or both check box maybe
user can play video and or download video or both check box maybe
