It might be nice to have the ability to Kick a user by IP.

wouldn't you just disable or delete the user from subsonic to do that?

Only other thing I can think of is he wants an "anti hammer" option like on FTP servers to avoid constant reload/abuse?

I guess, but personally I'm just using the local firewall ( iptables ) to do that
