User settings - max bitrates

I would like to see max bitrates set per user, not per player.

Further more, the current method seems to only really be applicable to audio as the bitrate limit only goes up to 320kbps. So I would like to see bitrate limits per user and per use (one rate limit for audio, one for video).

Also, I believe the current video bitrate limit set at the player only limits the video bitrate the user receives, not the network bitrate that subsonic sends to me. This has lead me to use way more bandwidth than I want. When setting bitrate limits at the user level I would like it to be network bandwidth limit, not necessarily limit on audio/video playback bitrate. This would greatly help manage my network usage.
