Default user LDAP settings

It would be good to be able to set default LDAP settings for new users. For example there is no current way to set new users to have the ability to download files. Only way I've found this can be done is to do a regular manual database adjustment as per viewtopic.php?f=2&t=15185&p=68213&hilit=default+ldap+settings#p68213
