Limit Download Speed for Users

Limit Download Speed for Users

Whenever a user is downloading from my Subsonic server, it makes the server hiccup and skip for anyone streaming at the same time. Is there any way to limit download speeds like there is transcoding quality? I'm sure this has been asked before but I couldn't find any threads on a quick search. Thanks!

Is that not what Settings/Advanced - Download Limit does 
Everyone is entitled to be stupid, 
but some abuse the privilege!
Due to the confusion from too many genres of music, we have decided to put both country music and rap music into the genre of Crap music.
