Dynamic IP - it should periodically check your IP address

So I can only get this to work on my local wifi because Cox cable won't give me a static IP address without upgrading to a business account at the cost of an extra $35 a month and setting up my own server via one of those other websites is just too much of a pain in the ass at this point after trying to trouble shoot my Subsonic account. However, Plex music does this:

Plex Media Server checks every 10 minutes to see if it has changed and will switch to the new one when it does - the whole switchover operation for the server and clients tend to be complete within 30-40 minutes when it changes which normally arises overnight or on reboot of router

According to some random guy on a message board. Would SubSonic be able to do that?

Using freedns and ddclient I am able to archive a dynamic auto updating DNS. TTL is 60 seconds on each of my domains, so if my IP adresse changes, it takes only a 60 seconds of downtime. I have no need of an enterprise account nor a static IP address at my ISP because of this. This setup worked for me since like 2009 or so.
