Limit video bitrate (esp important with the BETA)

Maybe I'm missing something here, but could we please have a way to limit users' video bitrate? As far as I can tell, bitrate limits are for music only (highest limit is 320kbps).

My upload could handle the previous settings, but stress testing with 3000 kbps and 5000 kbps has showed some weaknesses.

I have around 60 users accessing my Subsonic server - many of which use it daily. Don't believe me?

The 5000 kbps is killing my pipe (FiOS 35/35) which was doing just fine previously.

Most video problems are the result of transcoding. I preformat my video for outside use into mp4 or flv so that I can turn the transcoding off. This then shifts the performace barrier solely to the upload speed from your server.

I have 35/35 FIOS as well, but the best I get up is about 25 - 30mbps.

The default ffmpeg only uses one core/stream for transcoding video. I upgraded to a newer release of ffmpeg which uses multiple cores and that has improved video playback when transcoding is needed.

yea definitely would be great to limit users bitrate. some people using don't understand that they're killing my bandwidth, so i would like to take measures on my end.
