Media Folders based on users

Ie Shared Media Folder : Music; accessed by Admin and other selected users, gives access to entire music collection
Shared; accessed by guest login, gives access to only certain files in a directory.
I know i can disable shared media folders but i would like to have it controlled by user login rather than toggle it on/off.
