Mencoder Intergration for transcoder

I was wondering if there could be a mencoder transcoder intergrated for both windows and linux, so maybe it could burn in the subtitles during transcoding and maybe the languages as well.
Also a cool idea for a drop down box for options for subtitle languages and audio languages next to the bit rate.
Hopefully seeking might work better instead of having to wait for the the whole stream to download.
