Version 6.1.1 bug?

Before I upgraded to 6.1.1 I was able to UNCHECK the User is allowed to play files box and that would stop the User from being able to play content from any device (ie, IOS, Android and Web Browsers on PC and Mac). But since after the update to 6.1.1, when I UNCHECK the User is allowed to play files box, only IOS and Android devices are NOT able to play content but web browsers still can. Is anyone else having this problem?
