Another beta version has been released. All known issues in 3.0.beta1 have been fixed.

Per user bitrate.

I am not able to find any control for the per user bitrate setting. Where is it supposed to be located? I tried to use both the admin account and a user account with admin privilegies, but I did not find anything in the general settings nor in the users settings.
The info page says I now runs the latest version of Subsonic.

It's on the "Settings > Users" page. If you can't see it, the upgrade most likely failed. Please follow the steps on
http://subsonic.sourceforge.net/download.html, in particular step 6:
"If the upgrade does not seem to have any effect, delete all files in the <TOMCAT_HOME>/work directory."
