Max Bitrate of user and player not honored

Folks,

On both 4.4 and 4.5.1, the max bitrate setting for players and users does not seem to be honored. When I set the bitrate to 128, the encoder creates a file that is 320. In the log the %b value is something like [2147xxxxx] rather than [128]. No problems with 4.1, however.

I have gone back to 4.1 successfully.
