HTTP Error 404 after Installing 6.1.1 on Windows 10 64bit

Was upgrading to version 6.1.1 because I noticed in the change log that the bug of corrupt Playlist ZIP files was fixed.
Ran across a problem. Any help is appreciated.
Tried to follow the help request best practices below.
Let me know if there is anything else you need.

Problem Description: After upgrading to version 6.1.1 of Subsonic from 5.3.x, receive this error on local PC hosting Subsonic, and remote PCs trying to log into Subsonic on same network.

Subsonic service is running and appears green in Taskbar.

Troubleshooting Steps:
Installed ver. 6.1.1 over top of prior version (5.3). Rebooted PC.
Encountered error message.
Uninstalled 6.1.1, Uninstalled JAVA, rebooted PC.
Installed 6.1.1, installed JAVA 8.31 as part of Subsonic installation.
Rebooted PC
Still having problem.
Completely removed ver 6.1.1 and reinstalled 5.3.x.
Previously worked on 5.3.x before upgrade to 6.1.1.
Now, same error on 5.3.x

Playback Application and version: Logging into Subsonic through Google Chrome via IP address and port from another PC on the same network.

Subsonic Version: 6.1.1 Build fc853b
Server Version: Cannot get to web interface to find server version.
Hardware Platform: Windows 10 Home 64bit running on Acer Aspire R3610 (Intel Atom 330) with 4GB RAM
Java Memory Limit: Set to 250MB
