Frame rate issue

Hello,

Need some help to resolve an issue regarding frame rate. When I start watching a movie the frame rate seems really slow, but the problem is even throughout the movie the frame rate at some point seems to drop, and you this everything in the movie move frame by frame for a brief instant, 2-3 second. I am guessing that this might be caused by the transcoding of ffmpeg and may be because it's not keeping it's frame rate according to what the movie frame rate is. Does anybody know how to maintain the frame rate throughout a movie?

Forgot to mention that I play the movie on my TV using my laptop.
