Applying themes in windows?

I for the life of me can't find instructions on how to do this. I am running Windows 7 Ultimate and found a personal theme floating around in the forums as a lurker. Now, HOW THE EFFF DO I APPLY IT!! Is there some easy place to go to find them and apply them? Enhancement request
