Set Stream Rate Limit

I imagine this is a well covered topic, but I couldn't find how to do it. On a basic Windows Subsonic installation, how do I set the trans-code setting to limit the bitrate. I'm experiencing a lot of skipping on my Android phone over 3G, and I think it's because my files are high bitrate. Can someone please tell me how to simply limit the bitrate to, say 128kbps?

Does it involve adding a Transcode from mp3 > mp3 if all my files are mp3?

Please go to Settings > Players, then select the android player from the drop-down list, and select a bit rate from the "Max bitrate" drop-down list.
