Turning transcoder on\off and changing bitrate

Hello!

I would to make users able to turn transcoding on and off and choose bitrate of transcoder manually. For example: I have whole collection in FLACS. Me and my users use webplayer bundled with subsonic. Can I give us an options like this:
Stream original FLAC
Stream mp3 in max bitrate
Stream mp3 in 192 kbit/s
Stream mp3 in 128 kbit/s
Stream aac in 128 kbit/s

And so on? I notice that it shouldn't be the options available only to admins but also available to all users.

And other little question. Can I enable anonymous access? Without login and password?

It would be extremely helpful if they had a YouTube-style "choose your bitrate." At the moment, it seems the only way to allow people to make use of multiple bitrates is to create a new user for each bitrate, because each user can only have one video profile.
