Subsonic is a great piece of software, but it isn't really designed for what you're asking for.

A great resource for webcam streaming is Stickam. A great real-time streamer that could possibly do voice from a microphone would be Shoutcast.

Subsonic is designed to stream and transcode static files. MP3s, etc. It is not a live streamer and I'm pretty sure it can't do what you're asking.
