How can I tranfer user accounts to a new Subsonic PC setup?

Setting up a new pc with Subsonic. Old pc with subsonic has all my users who listen to my music. What or how do I transfer those users to my new Subsonic setup?

Would this same method work if you moved the user accounts to a different OS? I'm looking to move from Windows 7 to Ubuntu.
