Is it possible to downsample to HE-AAC v2 (aacPlus) ?

On my Android phone I am able to select a bitrate when using 3G/HSPA. Currently set at 128 kbps.

Wondering If I can downsample to AAC+ @ 64 or 48 kbps instead. Wan't to squeeze more quality using less bandwidth if possible.

There is a thread regarding transcoding to OGG@64kbps which was being done to get good quality playback but I can't find it. The thrust of it was that those users felt that ogg was the best format for quality at lower bit rates. You may want to check that out as an option, using Stozher's transcoding found here:

Thanks. With the same idea I can try with the Nero AAC+ encoder.
