Video Specific Controls

I am absolutely loving the addition of video in 4.4, but I think it necessitates greater user controls. Streaming video can eat substantially more BW and I would like the ability to set limits for users. Ideally, I would like the ability to determine which users can and cannot stream video as well.

+1 I agree completely. It becomes even more important on a slow outbound connection.
