Video Streaming kbps limitations

Is there coming functionality for admin to automatically assign the Kbps for video streaming like there is a max bitrate for listening audio which you can assign?

I know that one can select it themselves once they are playing the movie.

it would make managing multiple uploads on a narrow line much less of a pain

Yes it would... most definitely. I have an issue where I have multiple people watching a video that my son can't play his video game system. It sucks up the entire bandwidth.

a temp solution would to encode/rencode to a lower bitrate which would then reduce the bandwdith used. not ideal,i know.
