Folder Select and Shortcuts

Problem:
Using Outlook Theme 3.5, The folder select Drop-down and Shortcuts are don't show up at all!
This is what comes up in firebug for the folder select:

Troubleshooting Steps: I have tried to remove the <c:if> statement from the .jsp so that the drop down ALWAYS appears (even if unpopulated) and that doesn't work even.

Subconic 4.6 build 2583, jetty 6.1, java 1.6.0_30, Windows Server 2008 R2 (52.2 / 102.9MB), 1000MB Limit.

No log file applies here.

So I am suck and have No idea what to do now! Any help will be appreciated!
