I have setup a streaming server with video.
Is it possible with internal or external player to seek, and moving forward/backward on the video?

Yes. The information has to be properly encoded in the video file. Mp4 files usually have the index information at the end of the file, which means that seeking won't be available until the entire file is downloaded. There is a utility available, QTIndexSwapper2 that will reformat an mp4 and place the index information at the start of the file which will enable seeking immediately anywhere within the downloaded portion of the file.
