That's a possibility, but I don't recall ever having to do that in the past. I'll do a Windows install on one of my servers just to see if I can reproduce what he's running into, but it would be a first out of the hundreds of times I've installed Subsonic. I'm pretty sure we're overlooking something simple that hasn't been thought of yet - or there's another factor the OP has overlooked.
EDIT: I just did a test install of the Windows installer on Server 2012. Absolutely smooth install, without any need to use "Run as Administrator" to execute the installer. I don't think I've ever run the 4.8 Windows installer before, but it went the same as all my other Subsonic Windows installs. nothing unusual other than the hassles of using the Server browser to do the install which has to be reconfigured to get around all the security setting on the default server browser.
He either has hardware issues or isn't telling us about something else that is interfering with the installation process. Installing Subsonic on a clean Windows machine is as simple as I've described it. Install Java, install flash, install Subsonic. Heck, you don't even need Flash until you're ready to do som playback and if your just setting it up on a server you don't even need Flash - you just wouldn't be able to play anything directly on the server. You really only need to have flash on workstations that you use to connect to the server.
Something's wrong here - but it's not Subsonic's fault.
