Admin unable to see non-public playlists

Problem Description: Please correct me if I'm wrong, but it was my understanding that admin should be able to see all playlists, public or not.
Can anyone confirm this? If so, can anyone provide some troubleshooting steps?
Playback Application and version: Chrome
Troubleshooting Steps: I tried making playlists public, which made them visible to admin. Then I removed the public setting, then admin was unable to see them again.
Subsonic Version: 4.7.beta3 (build 3060) – August 2, 2012
Server Version: jetty-6.1.x, java 1.6.0_20, Linux (176.7 MB / 193.5 MB)
Hardware Platform: ReadyNAS Pro

Yes you would think so but it appears not :?

I just tested with the Madsonic branch mod and I cannot see any playlists that are not public (or created by me)
so its unlikely that the vanilla SS will do so either :(

Note: You can see them using db_view but that is a lot of faffing around
