Cannot access server from outside or inside network

Problem Description: So I woke up yesterday and couldn't connect to subsonic from my phone. I tried it from my pc where the server is running, and I cannot access it there either, via the web address or directly through the IP address. When I attempt to access, Chrome gives me the following error message : ERR_CONNECTION_RESET.
Also noticed the subsonic server is only using about 4mb of memory. It normally uses about 50mb.

Troubleshooting Steps:
- The port is open at canyouseeme.org.
- I updated to windows 8.1 last week and SS was working fine after that, but I was getting unrelated crashes - this was fixed by disabling "teredo". Also updated avast antivirus to the latest version. Im not sure if these are related but they happened about the same time.
- I have tried disabling windows firewall and avast shields. When i do this I get a different message when accessing directly through localhost - HTTP ERROR: 503 SERVICE_UNAVAILABLE
- Tried deleting the database folder. Doesn't do anything.
- Tried reinstalling subsonic 4.8

Playback Application and version: Standard web player and Dsub
Subsonic Version: 4.8?
Server Version: 4.8?
Hardware Platform: Windows
Java Memory Limit: 150mb

I am also getting this problem. I believe it started upon updrating to Windows 8.1, but I am not sure.

When trying to create my server in the browser, I get this error "****.subsonic.org is registered, but could not connect to it. (ConnectTimeoutException) "

The log seems to be free of errors.

So i just fixed this.

Apparently when I updated to 8.1 my settings for static IP we removed, and it went back to dynamic.

I set my IP back to static, and ensured my ports were forwarded, and all is well for me. I figured my issue was the same, but it appears you may have troubleshooted this issue already.

You're right the static IP settings were reset - i fixed it up and tested my port forwards but the issue is still the same :( . I don't think its to do with port forwarding because I can't even connect within the network...

Success!!!
I changed my subsonic port from 8080 to 4040, and then I was getting an error 503 - and following the advice from another thread I deleted c:\subsonic and Im back in!

Im not sure if anyone has figured out their issue with this yet but I will post it for anyone that stumbles across this at a later date. I was having these same issues as well. I am very familiar with port forwarding and firewall restrictions. None of that worked. I then realized that 8.1 defaults to public connection to the network on wireless instead of asking and private for wired connections. I had to go into PC settings and set the share setting to yes and make the connection private in order for subsonic to work outside of the network. You can start to type pc settings from the start screen to have the search work for it. Hope this works for everyone else as well. Great day
