Download button missing

After doing the last update my Download buttons seem to be missing (picture 1). The Download buttons are still there next to the items that are not in folders at the collection level (picture 2).

Looking at the markup where the button should be the tags don't have anything between them:

This is under the admin account, tried creating a new account with download rights as well but it didn't work either.

I went ahead and downgraded to 4.8 and everything seems to be right now. Did no one else have this problem?
