Remote User Migration

I remember finding a script a couple years ago that allow you to use the db.view to query the db to print all users and dynamically create a script that you can copy into the new server to effectively migrate the users and each users settings.

The issue is this, I can't seem to find it again and I'm not sure if the script still works but I would highly appreciate assistance in looking for it. I have done multiple keyword searches on google and this forum and consistently get pointed to how to work with the db.view page or to copy the db file. However, the script was a lot more convenient for a console based server.

Please help.
