Library wont refresh

I have a scan set at 0300 every night. Now I have added some music, but the rescans does not show the new titles.
I have tried manual rescans, but no change, even after "cleanup database".

Another odd this is that its the same in my mobile app, but the albums are shown in a different order.
But nothing new displayed since Oct 1 (6 days ago)

Running 6,0 on win10, mobile app is dSub 5,3 on android M.

Yup, I've been having this issue since I migrated my server over to Windows 10 from Ubuntu server.

There is no fix that I have found. I've tried the following:

• Update the Subsonic Windows Service to run as my user
• Share the subsonic music folder with all users
• Restart the service

There is a workaround that does the job but is a pain in the ass as you have to do it whenever you add new music.

• In Subsonic, Delete your existing media location
• Click Clean-up Database
• Stop the Subsonic service
• in Windows Explorer, rename your media folder
• Start the Subsonic service
• Log in and add the media folder with the new location
• Scan database
• Viola!

It's almost like whatever user the database uses has create access but no update access. It's weird.
