EDIT:
I just managed to fix the issue. What I did was:
1. In the Subsonic webserver, go to Settings>Media Folders, and check the delete box for the folder that isn't updating.
2. Click Save.
3. Re-enter the Folder as a new folder to search for.
4. Click Save.
5. Run a manual scan of all files.
6. Once the manual scan has ended, click Save.
7. Scroll to the top of the navigation menu on the left and click Refresh.
For me, this fixed it. It picked up the folder that wasn't there, and I also tested it by adding and removing some dummy folders and re-scanning. They were reflected in Subsonic.
I don't know if I'd call it a permanent fix, as it is possible that this is going to be required every now and again, and I'd still like to figure out why it happened in the first place, but it does get the music on the server.

Yes, I am getting this issue too.
Subsonic will not find (or add) any new media upon re-scanning the media folders.
I have tried uninstalling and reinstalling Subsonic, letting it scan automatically (3:00AM), and scanning manually from the settings menu, and refreshing the menu on the left side.
I have also checked both the web server and the mobile app, neither are reflecting any changes made.
Running Subsonic on C. I added a new folder with music to one of the folders Subsonic is set to read (C:\Users\me\music\), scanned manually, refreshed the navigation menu, and the new folder was not present. I did a search for some of the songs in the new folder, and they did not show up. Then I verified that the folder was within a folder that Subsonic is set to scan through, which it indeed is. Logged out, logged back in, still nothing. Then I stopped and restarted the server, checked again, still nothing. I then uninstalled the client, and reinstalled it, still nothing.
I just started demo-ing Subsonic to see how it works. I have every intention of signing up for a full, paid server. Everything else was working great, but then I noticed this issue and would really like to see it resolved. I'm not quite sure what the issue could be, given the client-side troubleshooting I've already done.
